Yes. That is correct. A shoulder belt would be unsafe if not installed correctly by the OEM. (proper height, seatbelt retractor etc.)
Lap belts are legal when added after-the-fact.

There is an option for cup holders but it's not the standard and the seat back is somewhat shorter.

Can the seat be removed without tools, like the OEM center seat?

No. you would need a socket wrench to remove the seat.

got some more questions for you sir: who is the seat manufacturer and how much does it cost? Can it be installed in hybrid (they only come in 7 seat config) does it have anchor on the back to secure child car seat? if you have URL for product page it would be nice to see it.

The seats are manufactured here in the US for CSO Radio although they do part of the manufacturing in-house. It is questionable if it will work as well on the Hybrid because of the battery compartment. You'd have to check if you have the 4 OEM bolts that are found on the non-hybrids. See the attached picture. If not, you would have to drill carefully and either bolt it straight through the floor with reinforcements or install extra large steel rivets nuts to secure the seat safely. Here is a helpful link

There is no anchor on the back. Of course when there is an option, a car seat should be tethered at the at the top but it is also legal when secured properly with a lap belt as well. Use discretion. For pricing you're best off contacting CSO Radio directly.
