We've noticed the 2nd row head rests do not raise very far - when the tabs are pushed in, the head rest can be lifted up maybe 1/4 of an inch - not enough to make a difference. Can someone confirm if that is how they are made? (Limited, if that makes a difference). TIA!

Our Limited headseats barely move in the 2nd row also... there is almost no point to even having the ability to press a button

The headrest's upward movement is constrained by the cable that folds the headrest during Stow'n Go, as well as a star type lock washer (although the presence of this seems to depend on when yours was built - some reports have shown that earlier builds did not have this installed).
