There may be something stuck in one of the calipers. Take a look at them through the wheels and see if there's anything visible.
The wheel locks only come with the 20" wheels. The storage bins for the stow-n-go wells are a Mopar accessory that needs to be purchased separately. Though, I never really understood the use case for the bins unless you're putting something liquid or very messy in the stow-n-go areas.
