Passenger headlight low voltage

Hello all,
I have a ‘18 touring L plus.
The passenger side LED strip light went out. I ordered the replacement LED and headlight control module. Replaced both and still not working. At this point I took the driver side apart and checked voltages between the two at the main connector

The circuit with the two smaller wires in the passenger side plug are only reading 4.6 volts. The driver side is reading roughly 23.2 volts.

At this point curiosity overwhelmed me and I simply plugged my passenger side light into the driver side with the original parts back on it, and it works.
Any suggestions on what may be wrong or where to check next? I do have extended warranty.
