The USB nearest the floor can be set to always on if you want.

Move fuse F95 from the A to the B position (or vise versa, can't remember which). The positions are marked on the lid of the fuse box.

All USB ports are 5V. They can go as high as 3A, but don't support any fast charging protocols.

Thanks!
Yes, I see that now, using the interactive fuse box link I posted a while back.

So,
If I switch that fuse to always powered, I should be able to use the previous switched location(along with a fuse tap) for radar detector if 12v or dashcam if 5v.

Do we know 12v or 5 v at the fuse box?
great tip. Can I make the 110 v outlet hot only when ignition is on?
Thanks,
Dan (2019 touring L)

Is there any reason why you can't have a fuse in both the A and B sockets?

If you did that the power from the always-on fuse would feed back into circuits that are not supposed to be always-on. You would drain your 12 volt battery pretty quickly.
My 2023 Pacifica Touring has two USB ports in the dash which are only live when the ignition is on even though I have moved fuse F95 from A to B. The manual says that should make them live all the time but it does not. Is there a fix?

Moving that fuse makes the USB port on the floor always on. The dash mounted ports are not affected.
