There's no easy way to retrofit them to a Voyager. At best you'd end up installing a Pacifica fascia with the OEM fog lights and have them wired to an aftermarket switch.Is there a way to retrofit front fog lights into a Voyager LXi I don't want a vehicle loaded with options but would miss fog lights. Sounds like your fogs need to be properly aimed.FWIW I think the OEM fog lights are worthless and certainly not worth the cost & effort to install them in a van that didn't come with them. Our van has them and we leave them off all the time. They don't increase night visibility. Having them on has a similar effect as having your instrument panel set too bright IMO. The bright spot they create right in front of the vehicle is a distraction that makes it a little harder to see down the road.
Our van was in a minor front end collision. The fog lamps were realigned at that time according to the repair order. There was no noticeable difference between before/after the repairs as it pertains to the fog lamp beam pattern.Sounds like your fogs need to be properly aimed.
Mine were wonderful for added visibility, helped light the ditches and road edges, and worked wonderfully in poor weather with the stock setup.
I've since upgraded them to yellow bulbs to add even more poor weather visibility, but I loved my factory fogs.

Besides, even if they were aimed up more they'd be shining more light into the area the headlights already cover which doesn't add any value to their use.
I have yet to drive a modern vehicle that has fog lights that are actually useful. I'm convinced they're only there for aesthetics. That is probably why they're omitted from the lower trim levels of most models.
