Battery Voltage Increases when Decelerating

I've been working through some battery voltage issues in my 2019 Pacifica Touring L, gas powered only, and I will probably post the entire adventure once it comes to a conclusion. In the meantime, I have been keeping an eye on the battery voltage indicated on the van's display, and I noticed that when I take my foot off the gas (slowing to a stop or going down a hill), the battery voltage increases. Once I press on the gas pedal again, it drops back to what it was originally. For instance, this morning on the way home while driving it read 13.1V (I'm thinking bad alternator, but still troubleshooting). When I took my foot off the gas, the voltage increased to 13.8V to 14.0V. Anyone know if this is normal behavior, and if so, why is it doing this? Thanks!

Thank you, cbrenthus and Shadow5501, for the responses! Very helpful! I replaced the alternator a few days ago and it seems to be working better now. It is still changing the voltage based off of time, battery condition and whether I'm accelerating or not. I want to record some more data before publishing what I have learned before and after the replacement. In the meantime, I wrote down the steps I took to do the replacement and will post those in a separate post.
